generally I would say:
There is no "best algorithm". It depends on the kind of data you want to compress. If you want a complete compression suite using several of the strongest algos (note: i did NOT say THE BEST ALGORITHM), like LZMA, I would advise freearc ( http://freearc.org/ ).

Your question is a bit stupid.
The most effective algorithms are not generally the fastest or the most powerful (the best compression ratio), and vice versa.
You can choose just about any compromise.
I think that the best criterion is the "compression time + (2x)transfer time + decompression time."
faster computer = prefer more powerful (slower) algorithms
faster transfer = prefer quicker (less powerful) algorithms

paq8px has extremely powerful compression ratio, but has damn slow speed.
Personally, I prefer "nanozip" (I regret that it is only in alpha release).

Why you're compressing a compressed installer? It's better to unpack it first.
