Question about Hutter Prize: Why anyone is interested in the size of comp.exe?

What does the size of this comp.exe file matter at all and why they want this compression program on first place?

    5. Compression size: If we were to limit only the compute time of the compressor C and not its size L(C), one could simply submit the archive A prefixed with a tiny program to output A verbatim, ignoring input enwik9. This formally satisfies the criteria of being a compressor, but with all the compute hidden in producing A in advance.
