RTIME - New freeware program

I have released another program execution timer called 'RunTime' (RTIME). It doesn't have the super-high resolution timing that XTIME has, but its still a very capable and stable timer. RTIME is also my personal favorite so far.

RunTime v1.2 has been released. Changes since version 1.0 are listed below:

* Higher resolution timer

* No longer requires the external msvcrt.dll file to function
