    You have to clarify the question.
    Best LZ78 is probably GLZA: http://mattmahoney.net/dc/text.html#1638
    But its also possible to use any compression algorithm with external dictionary preprocessing - https://github.com/inikep/XWRT,
    so NNCP is technically also "dictionary based compression".
