I'm thinking that a hypothetical high-security compression tool would be a project more suited to be led by a crypto expert, rather than a compression expert. The first such tool would probably be based on some elementary compression algorithm, and it would be published in a crypto journal and other cryptographers would perform peer review. It would probably be a disadvantage to use anything but basic compression techniques. The thing is, you can demonstrate compression very easily, but it's very difficult to demonstrate security. Security is demonstrated by the entire world trying to break it, without success, for some arbitrary length of time.
